One of the new mechanics in Borderlands the PreSequel is a new type of vending machine called the Grinder. This crafting machinery adds more player choice to the game. The recipe to get X type of weapon is 1 purple weapon of desired type + 2 legendary weapons. If you add moonstone, it's guaranteed to be a Legendary but not all recipes will let you moonstone grind. You cannot do it with shields or class mods and you cannot do it with glitch weapons. I'm not sure for other recipes but this one is 210 moonstone.

According to the wiki, you need to input specific recipes into the grinder. The recipes, are as follows, and require items of the same rarity in every case but the legendary case: Legendary of desired type: 2 legendary weapons + 1 purple weapon of the desired type. Up one rarity level (nonweapons) 3 items of same type (grenade mod, shield, etc)

The moonstone grind showing up after the last patch was part of the glitch that resulted and it the hotfix released the next day patched up the moonstone option away along with increasing game stability (a lot of people we're experiencing crashes upon the regular grind). #1.
